This is the rhyming phrase popularizing the opinion by the United States that the country of Spain was responsible for the explosion of the USS Maine battleship while docked in Havana Harbor, Cuba. Here is more information from Wikipedia.

This Ship Portholes Tie features three different scenes, one of a palm tree, which have very well been seen looking onto the Cuban mainland, colorful sailboats and someone lounging at the beach under an umbrella.
